Since 2017, the Prevent Epidemics team at RTSL has collaborated with governments, the World Health Organization, the World Bank, and academic institutions to build national capacity for epidemic prevention, detection, and response.

Technical Advisor, Data Use and Decision Science
Location: Abuja

Position Purpose
RTSL seeks a Technical Advisor, Data Use and Decision Science to work within the Nigeria Centre for Disease Control and Prevention (NCDC). This position will focus on enhancing collaboration, governance, and public health data usage for disease surveillance at national and sub-national levels. The advisor will offer strategic mentorship and technical guidance to improve NCDC’s ability to use data for decision-making and help develop high-priority data products such as Weekly Epidemiology Reports, Situation Reports, and Enhanced Situational Awareness risk information tools.
This position is based in the Public Health Informatics Division, Department of Surveillance and Epidemiology, NCDC, with a matrix reporting line to the Divisional Head and RTSL’s Senior Technical Advisor for Health Security.
Core Duties and Responsibilities
The advisor will support NCDC in using data effectively by mentoring staff, supporting data integration across surveillance platforms, and developing data products. Responsibilities include:
Technical Support & Mentorship:
- Engage decision-makers to determine data requirements
- Mentor NCDC staff in developing key information products
- Identify and help resolve data sharing and governance bottlenecks
- Provide training in data management, analysis, and visualization
- Support prioritization and design of information products
- Collaborate on data architecture improvements and automation efforts
- Support strategic documentation for surveillance and data governance
Development of Information Products:
- Assist in improving reports like Weekly Epidemiology Reports and SitReps
- Strengthen predictive analytics models and dashboard reporting
- Align data products with the One Health framework
Data-Driven Decision-Making & Capacity Building:
- Advise on data collation for national health priorities
- Help translate epidemiological data into policy actions
- Identify workforce training needs
- Lead training sessions for NCDC and state epidemiologists
- Develop a data use strategy for better health decision-making
Stakeholder Engagement & Collaboration:
- Strengthen data-sharing practices across agencies
- Facilitate workshops and joint projects on data use
- Support technical and workflow meetings
Required Qualifications
Education:
- Master’s or PhD in Epidemiology, Biostatistics, Data Science, Public Health, or related field
Experience:
- Minimum 8 years in health data analytics or disease surveillance
- Experience developing predictive public health models
- Proven mentorship and training experience
Skills & Abilities:
- Strong data visualization and statistical programming skills
- Advanced proficiency in R, Python, and geospatial tools
- Understanding of IHR 2005, IDSR, and One Health
- Excellent communication, stakeholder engagement, and analytical skills

Data Engineer, Public Health Surveillance

Position Purpose
RTSL is hiring a Public Health Surveillance Data Engineer to be embedded at NCDC. The engineer will manage digital platforms like SORMAS, LIMS, and SitAware, ensuring optimal performance, system integration, and institutional capacity building for digital surveillance systems.
Core Duties and Responsibilities
Responsibilities include:
- Technical guidance on APIs, middleware, and data pipelines
- Drive integration between SitAware, SORMAS, and LIMS
- Collaborate on developing a data governance framework
- Support system uptime and maintenance with ICT teams
- Develop documentation, manuals, and SOPs

Required Qualifications
Education:

Principal Advisor, Hypertension Control Policy
